Abstract: The paper presents the approach to formalization of project management tasks in designing and modernization of respiratory protection. Multi-level project management has been proposed for the first time; its low level involves the choice of optimal option of technical solution to a single project, while its upper level involves project management and multi-criteria management of projects flow, i.e. multi-project environment. The parameters characterizing the degree of complete implementation of technical ideas (the innovation index) and the risk degree characterizing the probability of the products function failure have been included in the most significant parameters of project management tasks for the first time.

Research into Dynamic Properties of Complex Systems

Abstract: The paper studies the designed simulation model in the Simulink media of complex non-linear system accounting for the effect of external loads including non-symmetrical linear and dynamic ones; thus, it allows estimating the degree of supply voltage distortion. It enables to calculate the cross-section of neutral conductor taking into account the balanced current as well as to check whether the dynamic characteristics of the system meet the standards when fed from industrial power supply. Simulink, developed as a tool for modeling, simulating and analyzing multidomain dynamic systems (including linear and nonlinear systems), allows to estimate the degree of supply voltage distortion. It enables to calculate the cross-section of neutral conductor taking into account the electric current as well as to check whether the dynamic characteristics of the system meet the standards in industrial network operation.

Off Line Signature Verification Using Radon Transform and SVM/KNN Classifiers

Abstract: We present a system for off-line signature verification, approaching the problem as a two-class pattern recognition problem. We use Discrete Radon Transform to extract global features from the signatures. During enrollment, a number of reference signatures are used for each registered user and cross aligned to extract statistics about that user’s signature. A test signature’s verification is established by first aligning it with each reference signature for the claimed user. The signature is then classified as genuine or forgery, according to the alignment scores which are normalized by reference statistics, using standard pattern classification techniques. We experimented with SVM classifier and KNN classifier. Using a database of 2250 signatures (genuine signatures and skilled forgeries) from 75 writers our present system achieves a performance of approximately 80 % when used SVM classifier and a performance of approximately 70 % in the case of KNN classifier.

Abstract: The paper studies the technique and the system for determining one of the basic thermo-physical properties of construction materials, i.e. heat-conduction coefficient, as well as parameters of convective heat transfer intensity, i.e. heat-transfer coefficient when applying high-frequency heating of the examined samples. The technique involves high frequency heating of material in the short period of time until the stationary heat flow through the examined sample is produced, measuring of the temperature points in controlled parts of the sample as well as the environment temperature and the capacity of the high frequency radiation reflected from the surface of the sample edge. The unknown thermo-physical properties are determined on the basis of the produced mathematical correlations and experimental data.

Abstract: The paper studies the solution to Navier-Stokes equations in cylindrical coordinate system and the fluid flow in gaps between disks rotating at different angle velocity. With the substitution of T. Carman’s equation system Navier-Stokes equation is set to non-dimensional type. The solution to the latter is found via numerical integration.

Electro-Chemical Behavior of Air-Oxidized Nickel in Concentrated Soda Solutions

Abstract: The paper studies the behavior of nickel oxides on air oxidized nickel electrode in concentrated soda solutions by method of cyclic voltammetry. It is shown, that at stationary potential with which shooting cyclic V/A grafics begins, the nickel surface is coated with dense film Ni(OH)2 and as cycling goes all the subsequent electrode responses (Ni(OH)2 ? Ni3O4; Ni3O4?Ni2O3) go already on the surface. It proves the two-electron mechanism of Ni3O4 oxidization into Ni2O3 and deoxidization of Ni2O3 into Ni3O4 when conversion factor value equals 0,5.

Abstract: The paper reveals the stages of budgeting in RF, special attention is paid to the third stage. New approaches to budgeting based on the concept of performance-oriented management are considered. Within the framework of the given concept the content and the principles of management by objectives and the transfer to medium-term budgeting are studied. The advantages of this approach and its influence on the quality of budget planning management are outlined. Some results of putting new principles into practice of budgeting are summarized; major tasks of budget policy are set for the future.
